As to "crimes of violence" etc. I agree with consul- general that possession of bombs implies an intention to commit political murder and that persons whom, &iter closest scrutiny, he is satisfied are guilty might be handed over. But I think his term "those who have an intention to order the commission of an outrage" (see paragraph 1 of Tientsin telegram No. 174 to you) is dangerous and should be repeated.
